New todo state for menu

waiting is now no longer a hashtagged keyword, but a 'w' after a datestamp.
Added an entry for coloring, but no integration with the larger todo system.
This is beneficial because it makes it so waiting items don't clutter up the
todo section at the top, but are still easily filterable for the section at
the bottom, as well as providing coloriŋ wiþin files.

Also did some cleanup on the use-package expression for howm.
